The final proposal of the outsourcing initiative was submitted to the Ministry of Finance (MOF)
in April 2020. Guidelines and flowchart for its implementation were developed and following the
approval, distributed to all health state departments.

The patient selection criteria:
The type of cases are;
• Urgent and semi-urgent cases
• (priority given to patients with cancer, heart, pediatric surgery and kidney)
• Elective category 1
• (As outlined in the perioperative mortality review (POMR) guidelines prioritization of cases for
emergency and elective surgery in 2018)
• Cases with long waiting time
• Clinically stable for mobilization
• Referred by specialist from MOH
