Sharing and
Optimization
of Resources
Cluster Hospital and Global Surgery initiatives were measures
that were already in place prior to the pandemic. These
initiatives allow healthcare system to optimize its resources.
The COVID-19 pandemic cause an upheaval in the health
landscape. With mobilisation of clinical services, health
facilities being used as full COVID-19 hospitals and shortened
clinic time resulted in a backlog of cases. Therefore, there
is a need to strike the right balance in order to ensure no
compromise to the quality of healthcare delivery.
Implementation and formation of 42 Cluster Hospitals
meant 140 MOH hospitals nationwide, were able to pool and
optimize its resources. This allowed for identified services to
be transferred from specialist hospitals (lead) to non specialist
hospitals (non-lead) within the Cluster. It provided room for
specialist hospitals to focus on complex cases including
COVID-19 cases.
Through the execution of Global Surgery initiative, selected
